Personality:
At first glance, Perry seems like he's the living embodiment of everyone's idea of a secret agent. He's quiet, stoic, and no nonsense in most things he does. In fact he's probably the only agent at the OWCA who actually takes his job seriously, and as he should considering that he's the top agent there. He's been referred to constantly in canon as unshakable, and Perry himself would claim that he has no fears or flaws.
He does, however, also get annoyed very easily, and isn't afraid to show it. It doesn't matter if you're his boss, if you do something he finds annoying, he will openly roll his eyes at you. No one in his canon ever brings it up though besides Heinz because when you're a top agent at a secret agency, you get special privileges like showing disapproval.
Interestingly enough, he seems to have become a little less serious by the end of the series. He still takes his job completely seriously, but he becomes downright friendly to his nemesis even before he became good. He is supportive of him to the point where Doofenshmirtz even refers to Perry as "his rock". Even besides his nemesis, he has become more friendly with his coworkers, particularly Lyla from COWCA (Canadian Organization Without a Cool Acronym), even though he was downright annoyed at her at first.
Perry adores children, which comes from being raised in an environment where all the kids loved and cared about him. And even while one of them grew to be grossed out by him, he still felt very loved by all of them. This leads to Perry tending like most children he meets, and especially kids who remind him of Phineas and/or Ferb.
If he cares for anyone enough, he would be willing to do anything to protect them. It's most evident in the Phineas and Ferb movie where Perry willingly gives up his humanity to 2D!Doofenshmirtz to ensure their kid's safety. Even though 2D!Doof broke his promise, this shows that Perry values the life over people he cares about over his own. One can claim that because of his training, it's obvious that he would want to protect others above his own. However, he takes the well being of others more seriously than his job, as evidenced in one episode where he broke the normal thwarting routine against Dr. Doofenshmirtz because his inator would possibly kill Phineas and Ferb.
Similarly, if someone he cares about shows disapproval of him or tells him that they don't want him around anymore, Perry will go into a depression. This often includes openly crying and sulking around. This has been shown multiple times in the series both with his nemesis Heinz Doofenshmirtz and with Phineas. When either of them had expressed that they don't want to see Perry anymore, Perry quickly went into a downwards spiral where, at one point even, it was implied he temporarily quit the OWCA because of it.
If he has a choice during down time, Perry enjoys doing simple things. He seems to love having tea parties and eating muffins with his nemesis and spends at least most of his days off watching soap operas and eating junk food. The only other time he is shown at least attempting a day off is when he's on vacation with his family
Despite how Perry is a serious and sometimes humorless secret agent, he is far from "Mr. No-fun", despite what he might claim. He does have a soft heart and can even let loose every once in awhile. Just don't go about doing evil (or be really terrible at being evil) and it honestly shouldn't be too hard to get on Perry's good side. At least until you annoy him.
Strengths/Weaknesses:
+Great in combat
It's no great secret that, being raised as a secret agent, Perry would be good in combat. He is incredibly strong, agile, and fast for a platypus and this will carry over when he's a human. And he will definately adopt his fighting style to his Pokemon.
+ Good at operating machinery
He's no brilliant hacker, but time and time again he's been shown to be good with machinery. He can drive, work machinery without any instruction, and even upgrade machinery in less than an afternoon with the help of Doofenshmirtz.
+ Sense of Justice
Perry is unafraid to do what he feels is right, no matter who's opposing him. It doesn't matter if the person is in a position of power, stronger than him in some way, or even if they're a friend, if Perry learns that they are doing/will do something evil, he will make sure that they will be stopped.
+ Kind
This might not be overly obvious since he tends to be kind of snarky, but Perry is an incredibly nice person at heart. He's the kind of person who would go out of his way to make sure someone he cares about is happy, and would even do random acts of kindness if someone looks nice enough.
+ Communicates with animals
Given that he's an animal himself, he can communicate with other animals easily. So he should be able to communicate with Pokemon probably well before he can talk to other humans.
+/- Hero complex
Definitely a result of his upbringing, Perry jumps at the opportunity to be the "hero". Not really because he wants the praise, but solely because he feels like he has to. Because of his competence, he definately wouldn't be bad help if he hears of "evil" going on, but he cannot comprehend the idea that people might not want his help in the first place.
+/- Strong attachment to family
Perry adores his family, and if he befriends someone who he ends up perceiving as family, will become incredibly protective over them. However, since none of the Flynn-Fletchers will be there, at least at the moment of Perry's arrival, he will quickly get homesick and start to worry about them.
- Black and White mentality
Perry is quick to judge whether a person is good or evil and doesn't really believe that a gray area exists for morality. If a person looks or seems evil, they are evil, otherwise they are good. It will also take Perry awhile for him to change his mind about someone if he decides evil.
- Struggles with the idea of Teamwork
Perry, if given a choice, would much rather work alone than with a partner. When he has to work with someone else he would do it begrudgingly at best and trying to take over the job himself at worst. He may eventually enjoy working with his teammate, but only if they can prove to him that they're a valuable teammate.
- Sarcastic as heck
Even though he's mute, he can tend to be really sarcastic judging by his liberal use of eyerolls. I can only imagine it getting worse once he learns how to talk human.
- Secretive
Even though his family isn't here, Perry will try to give out as little personal information about him as possible. He is a little worried that since he arrived here, there's a good chance that it won't be an isolated incident knowing Danville. So any personal questions beyond "What is your name?" or "What are your hobbies?" will be waved off as "confidential" unless someone is really able to gain Perry's trust.
- Mute
While I definately don't plan on this being permanent, Perry will not be able to talk when he first arrives. He understands English perfectly, but lips confuse him and it will take a while to copy the noises he hears.

Why do none of the nonhumans here arrive as “Pokemon”? It seems like it would be easier for whatever brought us here to change some of us into a Pokemon.
[Another pause.]
For example: if someone's a cow, why would they arrive as a human and not a Milktank?
If someone has an answer please respond ASAP. I've been thinking about this all day.
[If he was being honest, he would have mentioned that he was thinking about this since last night and has even lost some sleep over it. However, that seemed kind of a sad thing to say.].
Third Person Sample: Perry groaned when he heard someone calling his name. Ugh the kids are at school now, no one would care if he slept in at this point.
"Perryyy, you're going to be late!" the voice called again. Late for what? They weren't going on vacation anytime soon unless Perry forgot. Grumbling inwardly, Perry rubbed his eyes to try to get the sleep out.
And stopped when he noticed that his paw suddenly seemed so fleshy.
Slowly, Perry opened his eyes, dreading what he would see. Sure enough, instead of a teal paw, there was instead a human hand right in front of him. Perry let out a noise that sounded like a strangled mixture of his normal chitter and a cry of shock and fell out of bed in the process of trying to scramble out of it.
He managed to quickly get up and find a mirror, only to be completely confused what he saw in the mirror. Well, he didn't body swap with Candace, that's for sure, but he had no idea who this person's body is. He seemed attractive by human's standards, although his nose was kind of long. He was also in a suit and fedora and had eyes that were a similar shade of brown than his own.
Perry's eyes widened that, while he didn't want to believe it, this was his own body, except now it was humanized.
"Sweetie there won't be any Pokemon left if you don't leave soon!" the voice broke Perry from his near break down as he realized that he didn't even recognize whoever was talking to him. Perry quickly headed down the stairs and a backpack was promptly thrusted into his hands. The strange woman ruffled his hair and cried about how her little boy has grown up so fast before rushing him out the door.
The oddness of someone being even a little motherly to him for once did distract him a tiny bit from the hecticness of every other strange new thing that was going on right now.
Soon after that, he stared long and hard at the entrance to Route 29, his new Psyduck (whom he already decided that his name would be Bartholomew) lazily in tow. Well, this whole situation was new and kind of unpleasant, but he wasn't going to get anything accomplished by sitting around and moping. So, taking a deep breath, Perry set off on a new adventure, hoping someone here knows how to build a interdimensional portal.
